Newly released FBI documents made public Monday by the White House Transparency Task Force confirm that former California congressman Eric Swalwell had “physical relations” with Christine Fang, also known as “Fang Fang,” a suspected Chinese intelligence operative, on at least two occasions.
According to the files, Swalwell admitted to investigators that one encounter occurred after Fang arrived unannounced at his apartment late at night, banging on the door and saying she was not wearing underwear. Swalwell said he let her in and the two “hooked up,” though he claimed he barely remembered the incident because he had taken Ambien beforehand. The documents describe the encounters as casual and note that the two often communicated by text.
The interactions reportedly took place around the time Swalwell was on the Dublin City Council and before or around his first election to Congress in 2012. Fang, believed to have worked for China’s Ministry of State Security, helped organize fundraisers for Swalwell, cultivated relationships with other politicians, and assisted in placing an intern in his congressional office. She also repeatedly encouraged him and his family to visit China.
Fang left the United States for China in mid-2015 as the FBI investigation intensified. Swalwell’s ties to her first became public in 2020 and later led to his removal from the House Intelligence Committee.
Swalwell’s attorney, Sara Azari, dismissed the document release as old news and accused the Trump administration of political retaliation. She stated that Swalwell did nothing wrong and that the earlier investigation produced no charges. Swalwell himself did not respond to requests for comment.
The former congressman’s political career collapsed earlier this year amid separate allegations of sexual misconduct, ending his campaign for California governor.
