Instead, these vast sums would be funneled into 'local recovery efforts' across the country, ostensibly to remedy the supposed harms of immigration enforcement.

In a press release, Omar declared her bill a direct response to 'Operation Metro Surge' in Minnesota, asserting that ICE has been 'tearing through our nation, devastating our neighborhoods, our cities, and our businesses.' She claims the redirected funding would be used by local jurisdictions for economic relief, distribution to non-profits and small businesses, and support for schools, healthcare, and psychological services, even allocating money for 'investigations and memorialization efforts.' The Department of Housing and Urban Development (HUD) would administer this program, which would conveniently expire three years after its inception.

Omar brazenly stated on X, "Our communities deserve accountability. My Make ICE Pay Act will redirect ICE's $140 billion budget to the communities they've hurt the most."
