Early Thursday, the FBI moved decisively, apprehending James Brass, 47, also known as "Lord," in Victorville. Brass, alongside two alleged co-conspirators, Courtney Price, 49, of Florida, and Jateisha Herron, 33, from California, faces serious charges of conspiracy to commit identity fraud in furtherance of a state felony. Brass and Price are additionally charged with identity fraud in furtherance of a state felony.
Prosecutors outline a disturbing operation where, for at least six months, this trio allegedly trolled Los Angeles' infamous Skid Row. There, they found vulnerable homeless individuals and paid them to sign petitions. But these weren't genuine signatures; they were forgeries, illicitly created using the stolen identities of legitimate, registered California voters.
The audacity of the scheme, federal officials say, saw Brass orchestrating a team of signature collectors, while also personally gathering signatures. Price and Herron, reportedly employed by Brass, were integral to funneling voter identities from a database to those on Skid Row, who then allegedly signed away the voting rights of unsuspecting citizens for pocket change.
FBI Director Kash Patel, addressing the gravity of the situation, emphasized the bureau's unwavering commitment to securing America's elections. "Securing American elections from criminal interference is of the upmost importance to this FBI," Patel stated. "For at least 6 months in 2026, these subjects were allegedly paying homeless people on Skid Row in downtown Los Angeles to sign petitions in support of ballot initiatives, all using stolen identities of registered voters." He added, "Election security will always be a top priority of this FBI."
The fraud didn't stop at the forged signatures. Court filings say Brass and Herron then signed declarations on these petitions, falsely affirming they had personally witnessed the named registered voters sign the documents and that each signature was, to the best of their knowledge, "the genuine signature of the person whose name it purports to be." These bogus petitions were then submitted to coordinators, with authorities claiming Brass personally reaped $41,600 from just one petition management company.
Bill Essayli, first assistant U.S. attorney for the Central District of California, condemned the alleged actions, stating such conduct "undermines the confidence voters have in our election systems." He affirmed that his office "will vigorously investigate and charge anyone involved in corrupting our elections."
