Trump Drops the Hammer on Legal Immigration, Astonishing Numbers Reveal Sweeping Shift

President Donald Trump's second term has, by all accounts, delivered on his promise to secure America's borders and crack down on illegal immigration. Border crossings have plummeted, deportations have ramped up, and the message is clear: the open-door policies of the Biden era are decisively over.

Yet, a far broader and more profound transformation has been unfolding, largely beyond the glare of the national media spotlight. Trump isn't just tackling illegal entries; his administration is also dramatically reshaping and curtailing legal immigration. The numbers, now emerging, are nothing short of astounding, revealing a shift far more sweeping than many Americans ever imagined.

The surprising source of this revelation isn't some pro-Trump bastion, but rather the libertarian Cato Institute, a long-standing critic of the President's immigration policies. Even they, it seems, cannot deny the undeniable impact.

In an October 8 analysis, Cato's director of immigration studies, David J. Bier, meticulously examined government data from the administration's first year. His findings are a bombshell: reductions in legal entries have dwarfed the decline in illegal entries.

"Monthly legal entries had actually fallen 2.7 times more than illegal entries through February 2026," Bier candidly reported. This isn't just a slight adjustment; it's a fundamental reorientation of American immigration policy.

Consider this stark reality: roughly 73 percent of the combined decline in immigration during this period came directly from legal immigration channels. While illegal entries had already started to fall before Trump took office, the further declines have been overwhelmingly driven by his administration's decisive actions on legal pathways.

Trump has fundamentally altered who gets permission to enter the United States, meticulously scrutinizing and tightening even the established legal channels.

Cato estimates that immigrant visa entries for prospective permanent residents have been slashed by approximately half. This has been achieved through country-specific restrictions affecting dozens of nations, the suspension of the Diversity Visa Lottery, and additional stringent limitations on immigrant visa processing.

The impact extends directly to family immigration, which has historically been one of the largest components of America's legal immigration system. Visas for foreign fiancés and certain spouses of American citizens have plummeted by 61 percent between February 2024 and February 2026. This isn't merely an administrative detail; it represents a substantial reduction in individuals seeking to join their American partners.

International students have also felt the shift, with student visa issuances down 42 percent over the same period. The administration has tightened screening protocols, temporarily halted student visa processing during a segment of the 2025 application season, and restricted admissions from specific countries. Furthermore, efforts are underway to modify how long foreign students can remain in the U.S. and their post-graduation work eligibility. This marks a significant departure from decades of universities globally recruiting foreign students.

Then there is the increasingly controversial H-1B program, which many conservatives argue is exploited to undercut American workers. Cato's analysis found that H-1B visas, alongside H-4 visas for qualifying family members, have seen a staggering 78 percent decline compared to February 2024. Seventy-eight percent. This is a monumental shift.

The Trump administration has strategically targeted the program with substantial fees and other restrictions, including a formidable $100,000 charge associated with certain petitions for newly hired foreign workers. The Department of Homeland Security reported this fee alone reduced affected filings by a shocking 91 percent. While this policy has faced legal challenges and subsequent adjustments, the underlying message to employers is clear and unmistakable: bringing foreign workers into the United States is now significantly more difficult and expensive. This is a clear win for American workers and an answer to years of conservative concerns about H-1B abuse.

Further compounding the dramatic reduction, Cato reports that refugee admissions have fallen by nearly 90 percent, while legal entries by asylum seekers at southwest border ports of entry have collapsed by an almost unbelievable 99.9 percent. In December 2024, nearly 40,000 asylum seekers entered through legal processing channels at the southwest border. By February 2026, that number had fallen to a mere 26. This stark decline follows the administration's decisive elimination of the Biden-era CBP One appointment system and the imposition of sweeping restrictions on asylum processing at the border.

Senator Marco Rubio, never one to mince words, encapsulated the administration's firm stance with a blunt statement on visas: "No one is entitled to a visa."

Predictably, these dramatic changes are not only rattling the radical left but also vexing self-described "libertarians" like the Cato Institute. David Bier argues that Trump's restrictions are harming American families, stifling economic prosperity, and ballooning federal deficits, labeling it a "broader assault on all types of immigration."

But the "libertarian" think tank conveniently ignores the inconvenient truth of the modern welfare state's pernicious influence on immigration. The Center for Immigration Studies, a group that advocates for lower immigration levels, rigorously examined the 2024 Survey of Income and Program Participation. Their findings are sobering: 53 percent of immigrant-headed households utilized at least one major welfare program, compared to just 37 percent of households headed by U.S.-born residents. For households headed by legal immigrants, that figure stood at 51 percent.

There is nothing "libertarian" about allowing individuals, whether legal or illegal, into the country only for them to become a drain on America's treasury and burden hardworking taxpayers. President Trump, by curbing both immigration and government bloat, proves once again that true fiscal responsibility and national self-interest are paramount. Far from being an "assault" on immigration, these policies are an unapologetic defense of American prosperity, sovereignty, and the American spirit. Trump, it seems, may just be the most truly libertarian president America has seen since Calvin Coolidge.
