Trump Opposes FISA Renewal Unless Tied to Save America Act

President Donald Trump said Sunday that he does not support renewing the Foreign Intelligence Surveillance Act unless lawmakers attach his proposed Save America Act, which would require proof of citizenship for voting.

The statement adds a new condition to an already contentious debate in Washington surrounding surveillance authorities, election policy, and executive priorities.

Congress on Thursday rejected a short-term extension of foreign surveillance powers amid a broader standoff connected to Trump’s selection of Bill Pulte to serve as acting director of national intelligence. According to the report, some lawmakers also oppose extending FISA under any circumstances, adding another layer of resistance to an already difficult legislative path.

Trump made his position clear in a post on Truth Social.

“What kind of a deal is that,” Trump wrote. He added that he opposes FISA unless it comes with “The Save America Act (Full version!) firmly attached to it.”

The position effectively links two major policy issues—national security authorities and election integrity requirements—into a single negotiating framework.

Supporters may view the approach as leverage designed to advance broader reform goals while forcing Congress to negotiate across multiple priorities at once. Critics will likely argue that combining unrelated legislation tends to make difficult votes even harder.

Washington has never exactly been famous for keeping bills simple. If lawmakers can combine thousands of pages into one package, attaching one more condition apparently remains well within tradition.

For now, Trump’s message appears straightforward: no FISA renewal without election-related provisions included in the deal.
