The United Kingdom and France signed a new declaration in Paris pledging troops for Ukraine under a future peace deal, backed by security guarantees supported by the United States and allied partners. The agreement was adopted by the so-called Coalition of the Willing and lays out a framework for what leaders described as a lasting peace between Ukraine and Russia—anchored in international law and the principles of the United Nations Charter. This move comes against the backdrop of Russia’s full-scale invasion of Ukraine in 2022, the largest conflict Europe has seen since World War II. The declaration makes it crystal clear that Ukraine’s sovereignty and its ability to defend itself are non-negotiable. Under the plan, a multinational force would be deployed in Ukraine once a ceasefire is in place. The goal is deterrence—preventing future Russian aggression—and supporting the rebuilding of Ukraine’s military. The force would be European-led, with proposed support from the United States. In other words, Europe shows up, and America makes sure the rules are actually enforced. Funny how that works.
The Coalition also committed to security guarantees that would kick in once a ceasefire begins. These guarantees include military, diplomatic, and economic support for Ukraine if Russia launches another armed attack. Because peace agreements only work when someone is serious about consequences.
A key role for the United States is outlined in the declaration through a continuous, U.S.-led ceasefire monitoring and verification mechanism, with partner contributions. The U.S. would also take part in a special commission to manage ceasefire breaches, determine responsibility, and decide on solutions. Coalition members further agreed to continue long-term military support for Ukraine and to strengthen defense cooperation, including training, defense production, and intelligence sharing. Leaders also announced the creation of a permanent U.S.-Ukraine-Coalition coordination cell at the Coalition’s headquarters in Paris—because coordination beats chaos every time.
The declaration was unveiled at a joint news conference by French President Emmanuel Macron, Ukrainian President Volodymyr Zelenskyy, and U.K. Prime Minister Keir Starmer, following talks in Paris attended by Jared Kushner and U.S. special envoy Steve Witkoff.
With Europe stepping up, Ukraine’s sovereignty clearly defined, and the United States leading on enforcement, this framework sends a strong message: peace is possible when strength, clarity, and accountability are on the table—and that’s a solid note to end on.
