California's Noncitizen Voter Scandal Explodes as Anti-ICE Group CHIRLA Faces Federal Sanctions
Looks Like The 'Analysis' Slamming DOJ's Noncitizen Voter List Is Coming Back to Haunt CHIRLA, CA

The leftist narrative surrounding California's deeply flawed voter rolls is unraveling, and an activist group known for its extreme anti-American agenda, CHIRLA, is now staring down the barrel of federal sanctions. What began as a brazen attempt by the Associated Press to legitimize a self-serving "analysis" attacking the Department of Justice's efforts to safeguard our elections is now boomeranging, threatening to expose the very organizations trying to undermine election integrity.

Last Saturday, the AP ran a headline touting, "Over 40% of names on DOJ list of alleged noncitizens are not on Calif. voter rolls, analysis finds." While technically true, this headline, a classic example of corporate media spin, intentionally omitted crucial context and suggested a conclusion that couldn't be further from the truth. Now, this deceptive narrative appears poised to haunt CHIRLA, the State of California, and Los Angeles County.

The saga began when our favorite federal jurist, Judge James Boasberg, mandated the Department of Justice to hand over its list of 20,930 individuals identified as likely noncitizens on California's voter rolls. This list was given to the Committee for Humane Immigrant Rights – Los Angeles (CHIRLA), an organization notorious for funding anti-ICE doxxing groups and orchestrating violent protests across Los Angeles and beyond in 2025. This move was part of a separate case in DC District Court, distinct from the DOJ's direct litigation against California and Los Angeles County to segregate suspect ballots.

Predictably, the AP's reporting and the flurry of social media posts from other sympathetic journalists conveniently glossed over CHIRLA's name, attempting to present their "analysis" as the work of an impartial, scholarly body. Nothing could be further from the truth. CHIRLA's counsel and close ally, the UCLA Voting Rights Project, conducted this so-called comparison, ostensibly to establish CHIRLA's standing in their lawsuit. This is the same UCLA Voting Rights Project whose Senior Strategy Advisor is none other than Xavier Becerra, former HHS Secretary and current Democrat candidate for California governor – a clear conflict of interest that should raise every American's eyebrows.

The "research," as presented by the AP, claimed that 8,880 names, or 42% of the DOJ's list, did not appear on "California’s current voter file." They also asserted that at least 22 individuals were U.S. citizens, with many more potentially confirmed citizens. However, a closer look reveals the glaring flaws in this politically motivated study.

The critical detail is that California's "current voter file" is precisely what the DOJ has been denied access to, thanks to Judge Carter's ruling in January (in USA v. Weber). So, how did the UCLA VRP manage to obtain it for their partisan analysis? While experts from UCLA have a contract with California's Secretary of State for analyzing voting trends, it remains highly questionable whether its use in litigation to undermine federal law enforcement is permitted. RedState has appropriately filed a California Public Records Act request for this contract.

Furthermore, sworn declarations from the DOJ in their case against the State of California reveal that their list was compiled from a DHS-obtained version of California's voter roll, current as of August 2025. This immediately dismantles any credible criticism of the DOJ's list based on the 42% figure. In fact, if the UCLA VRP analysis is accurate, it suggests that state and local authorities performed a degree of cleanup between August 2025 and now. But let's be clear: that still leaves a staggering 60 percent of individuals on the DOJ's list who are currently registered to vote, despite being identified as likely noncitizens. This is not a win for election integrity; it's a stark reminder of how much work remains to be done.

As for the claim that 22 people on the list are U.S. citizens, CHIRLA's experts offered this nebulous phrasing: "Based on scientific database matching methodology, I am certain that there [sic] at least 22 entries on the CHIRLA citizen list that fully match to the DHS ineligible list." This is a claim without independent verification. We don't know CHIRLA's process for determining citizenship, and if they're only "claiming" 22 citizens out of potentially thousands of people, it's a minuscule percentage that hardly invalidates the DOJ's broader concerns. The DOJ wasn't trying to disenfranchise anyone; they were simply seeking additional information to verify citizenship and ensure only eligible Americans cast ballots. That part should not be complicated.

Now, CHIRLA's self-inflicted wound is festering. By using both the current voter file and their "citizen members and clients list" to establish standing, they've opened the door for the Defendants to demand access to that same information. On Sunday, the Department of Homeland Security (DHS) filed a scathing motion asking Judge Boasberg to sanction CHIRLA. DHS argues that CHIRLA flagrantly violated Boasberg's order, which explicitly restricted the use of the noncitizen list to standing arguments and limited its dissemination.

Citing the "harm done to federal law enforcement efforts" by CHIRLA's unauthorized analysis and media promotion of its skewed findings, DHS is demanding that all irrelevant portions of the expert report be stricken, CHIRLA's complaint dismissed, and that CHIRLA and its counsel be compelled to certify their compliance with court restrictions. They also want an assurance that the group has not continued to promote their contemptuous conduct to the media to discredit legitimate government efforts.

Judge Boasberg has ordered CHIRLA to reply to this motion by 9 AM Eastern time on Monday, November 2. One can only imagine the panic setting in for Governor Newsom and Attorney General Bonta. The bottom line remains: the initial discovery of likely noncitizens on California's voter rolls was a critical step for election integrity. The fact that 40 percent may now be off the rolls is a small victory for accountability, but it shines an even brighter light on the remaining 60 percent. America First demands secure, fair elections, and exposing these manipulations is paramount to protecting the bedrock of our Republic.
