This decisive action, announced by the U.S. Southern Command (SOUTHCOM), underscores a robust commitment to dismantling the sophisticated logistical networks fueling narco-terrorism in the Western Hemisphere.
The operation was executed by Joint Task Force – Western Hemisphere (JTF-WHEM), acting on actionable intelligence that definitively confirmed the vessel's ties to the notorious Los Choneros narco-terrorist organization. This group, designated a Foreign Terrorist Organization (FTO) by Secretary of State Marco Rubio in September 2025, is infamous for its extreme violence and its terrorizing grip on the Ecuadorian people.
Following the successful interdiction, individuals found aboard the vessel were swiftly transferred to Ecuadorian authorities. U.S. forces then cleared the vessel before sinking it, eliminating a crucial component of the drug trafficking infrastructure.
JTF-WHEM, a new command activated by SOUTHCOM commander Gen. Francis L. Donovan in August 2026, was specifically established to "counter threats, strengthen regional security, and respond rapidly to crises across the Western Hemisphere." Marine Corps Maj. Gen. Kevin Jarrard, the first commander of JTF-WHEM, is now leading these critical operations.
This joint task force represents a significant escalation of efforts, building upon the foundations of Operation Southern Spear, a successful seaborne drug interdiction initiative launched in January 2025 and expanded into a joint task force operation by November 2025.
Los Choneros, an Ecuadorian organized crime gang, evolved from local thugs in the 1990s into a transnational criminal powerhouse. After their top leaders were initially arrested in 2011, the gang paradoxically expanded their reach from behind bars, recruiting smaller factions and ruthlessly consolidating power. Their methods are characterized by horrific violence against rivals and brutal internal purges.
Secretary Rubio's designation highlighted how Los Choneros and its counterpart, Los Lobos, were determined to "control drug trafficking routes through Ecuador by terrorizing and inflicting brutal violence on the Ecuadorian people." Indeed, Los Choneros now functions as the logistical arm of Mexico’s notorious Sinaloa Cartel, illustrating the deep and dangerous interconnections of global organized crime.
This latest operation marks the fifth time in just two months that the U.S. military has successfully intercepted a "refueling vessel" operated by Los Choneros in the Eastern Pacific. This pattern of sustained pressure signals a clear message to narco-terrorist networks.
As Gen. Donovan stated last week, "We are taking decisive action to dismantle and destroy sophisticated logistics networks used by narco-terrorists to traffic drugs and spread violence throughout the Western Hemisphere." This steadfast resolve is essential in protecting our borders, our communities, and the security of the entire American hemisphere from those who seek to profit from chaos and despair.
