Newly declassified documents expose a shocking internal struggle, where some officials actively worked to bury crucial intelligence linking the Chinese Communist Party (CCP) to influence efforts in the 2020 U.S. presidential election.
The bombshell release, unveiled by the White House on July 16 during President Donald Trump’s primetime address to the nation, highlights the audacity of those within the system who sought to manipulate the narrative. The records lift the veil on the intense debate preceding the suppression of reports on China’s meddling, painting a picture of a deep state apparatus operating with alarming autonomy.
At the heart of this scandal is former FBI agent Nikki Floris, who served as the agency’s election security lead for the 2020 elections. Floris, who would later be appointed analyst in charge of the intelligence division of the agency’s Washington Field Office, candidly admitted in 2020, "I'm basically running a shadow government across the FBI at this point," in a message to a redacted colleague.
This admission came amidst fierce disagreements among analysts and agencies regarding how best to frame intelligence reports connected to the Chinese Communist Party’s (CCP’s) role in election interference. While some analysts fought to include language about China's influence, Floris consistently pushed back, advocating for a narrative that "there [was] no evidence of said intention," despite acknowledging "an awareness of this potential effect."
The depth of this suppression became clear when Floris alerted colleagues to intelligence information reports (IIRs) from other field offices that she deemed "problematic." "Another [expletive] IIR went out re election security," she wrote in a Skype message on September 25, 2020.
Her concerns were echoed by an agent identified as SC Benavides, who emailed a colleague on the same day, stating that two IIRs from the New York and Albany field offices "should not have gone out, in my opinion."
The concerted effort to quash these reports quickly succeeded. "This is moving fast," one officer wrote to Floris. "He just notified me they will recall it. Boom mic drop." Floris's triumphant response, "Crisis averted! We will stay engaged for when they track the source down again," speaks volumes about the priorities within parts of the FBI: managing dissent and controlling information, not necessarily uncovering the full truth.
These declassified documents, many heavily redacted, are now available on a new election integrity page on the White House website, thanks to President Trump's administration. The information is starkly organized into four critical categories: China’s acquisition and exploitation of American voter data; vulnerabilities in electronic voting and ballot counting systems; the Michigan voter registration investigation; and the inclusion of noncitizens on state voter rolls.
A July 2020 CIA wire memo, incorporating data from the FBI and the National Security Agency (NSA), explicitly reported the CCP was targeting "personal e-mail accounts of senior U.S. leadership, including officials in the Executive Office of the President and high-ranking officials in multiple Executive Branch organizations, Congress, and the federal judiciary."
The report chillingly confirmed that CCP-related cyber actors had amassed personal information on over 200 million Americans from various publicly available sources—a massive data haul that could be weaponized against the American electorate. A National Intelligence Council report further detailed Beijing’s "opportunistic intrusions against U.S. private-sector entities in efforts to collect information on US political candidates, campaigns, donors, and voter data."
The CCP's arsenal included "overt messaging, nascent online covert influence capabilities, diplomatic measures, and the use of economic leverage." More aggressively, an FBI report, citing an unnamed source, revealed that CCP operatives produced fraudulent U.S. driver’s licenses and exported tens of thousands to the United States. The alleged purpose? To illegally boost votes for then-presidential candidate Joe Biden by enabling Chinese students sympathetic to the CCP to vote.
Beyond direct voter fraud, China’s influence extended to insidious divide-and-conquer strategies. Investigations uncovered efforts to confuse the populace and increase tensions through ideological propaganda campaigns on social media, sowing racial and socio-economic division, and inciting protests against the U.S. government. A National Intelligence Council report bluntly stated the Chinese regime assessed that "racial conflict would be a large factor in the election," with state-affiliated Chinese technology company employees assisting a campaign "to covertly incite violence and protests against the U.S. government."
Perhaps most damning are the more than 20 pages detailing internal intelligence agency debates on how to communicate the CCP’s election influence efforts. An email from November 19, 2020, from an unnamed strategic intelligence analyst, includes references to deliberately altering messaging to President Trump.
"We have deliberately massaged our one pending [daily briefing to the president] to avoid any direct links to the election," the analyst wrote. This was a direct admission of political manipulation of intelligence intended for the Commander-in-Chief himself, during the crucial post-election period.
A subsequent email on November 23, 2020, from an unnamed official at the Office of the Director of National Intelligence, bravely challenged this egregious act: "I would be concerned as to why they are "deliberately massaging" analysis away from elections."
Another analyst underscored the gravity of the situation, writing after evidence emerged that "China has been caught conducting election influence," that "This is a really good example, but far from the only one, of what I've been raising since the summer, that the [intelligence community] is deliberately avoiding mentioning a connection to elections for non-substantive reasons." This officer decried it as "a highly irregular way to do things," especially for someone attempting to raise "tradecraft and substantive objections" to the mainline analysis.
Further revealing the internal rot, a message from October 6, 2020, from a redacted official in the Office of the Director of National Intelligence, acknowledged the inter-agency debates and analysts’ hesitation to speak freely: "I felt like jumping in to agree with you, but I've burned enough political capital arguing with CIA and FBI about this that I thought it might be more productive for me to sit the discussion out."
