A bombshell report is turning heads after newly surfaced intelligence intercepts allegedly show Ukrainian officials discussing a plan to divert U.S. taxpayer money—yes, taxpayer money—into political hands back in Washington.
According to a declassified summary obtained by Just the News, U.S. intelligence agencies intercepted communications in late 2022 in which Ukrainian government officials talked about using clean-energy infrastructure projects as a cover. The idea? Funnel hundreds of millions of dollars—originally meant for aid—through layers of contracts and subcontractors.
And where was that money allegedly headed? Roughly 90% of it, according to the report, was intended to end up benefiting the Democratic National Committee to support Joe Biden’s 2024 re-election campaign.

The summary claims the plan involved routing funds through U.S. companies and complex contracts that would be difficult—if not nearly impossible—to track. Officials reportedly believed the project would initially be approved, only to later be deemed unnecessary, by which point the money would already be long gone.

Even journalist John Solomon raised concerns about the lack of urgency, noting that officials haven’t effectively communicated or pursued the narrative despite the potential implications.
According to the summary, the structure of the plan would have made it extremely difficult to trace the funds once distributed, effectively shielding where the money originated.
Now, Gabbard’s team is reportedly reviewing whether criminal referrals should be made to the FBI, particularly after finding little evidence that the matter was seriously investigated at the time.
