Former New York City Mayor Rudy Giuliani has alleged that Democrats cheated in the 2025 New York City mayoral election that elevated Zohran Mamdani to office, citing a private review that flagged approximately 228,000 potentially problematic votes.

In comments featured in a widely shared video, Giuliani stated: “Do I think the Democratic Party cheated in this election? The answer to that is a resounding yes.” He further described the Democratic Party in New York as “the most crooked enterprise in the history of the United States.”

The figures Giuliani referenced come from a private analysis conducted by Marly Hornik of NY Citizens Audit. The group examined roughly 1 million of the approximately 2.2 million voter records from the race and reported the following issues among the sample:

• About 7% (roughly 68,000) linked to nonexistent records  
• About 6% (roughly 59,000) with Social Security numbers in ranges they claim are invalid  
• About 10% (roughly 91,500) belonging to people who do not live in New York City  
• About 1% (roughly 9,300) with no Social Security number at all  

These categories totaled around 228,000 flagged records. Mamdani’s certified margin of victory over Andrew Cuomo was 207,570 votes (Mamdani 1,114,184 – Cuomo 906,614).

This is very serious.

While it is true that Hornik is not alleging Mamdani lost, in light of recent election integrity concerns in New Jersey, New York must demonstrate full transparency in an investigation and urgently permit an independent external audit of the voter rolls and results.
