The State Department has issued a stark warning, detailing China's aggressive intelligence-gathering operations conducted from communist Cuba – a brazen threat to America's national security right on our doorstep.
These perilous intelligence operations, posing an acute risk to the United States, are reportedly active in three facilities across Cuba. Beijing is leveraging these sites to harvest signals intelligence (SIGINT), overtly spying on American interests.
The alarming revelations came to light in a comprehensive 100-page State Department report, pointedly titled “Cuba: The Capital of 21st Century Communism.” This crucial document offers an extensive account of the Castro regime's subversive acts against the U.S. since Fidel Castro's violent takeover in 1959.
Beyond the current spy threat, the report meticulously outlines the Cuban regime's deep-seated alliances with international terrorist organizations, ideologically aligned anti-U.S. regimes, and formidable adversaries like China, Iran, and Russia. These nefarious partnerships, the report underscores, present severe risks to U.S. national security. Equally disturbing, the State Department's findings expose the Cuban Communist Party's concerted efforts to infiltrate and weaken U.S. politics, explicitly identifying the Castro regime's "priority" to permeate university campuses across America.
The State Department elucidated that after its primary benefactor, the Soviet Union, collapsed, Cuba's military saw significant reductions. While this curtailed its international reach, it only intensified the regime's anti-U.S. intelligence focus, making America its almost exclusive target, enthusiastically aided by China and Russia. Both the Chinese and Russian regimes have reportedly tripled their intelligence agents in Cuba over the last three years, escalating the threat.
Concerning China, the State Department explained that Beijing, which chillingly refers to its Cuban communist counterparts as a "good brother, good comrade, good friend," reportedly brokered a clandestine multi-billion dollar agreement with the Castro regime in 2023. This deal paved the way for the construction of a new Chinese SIGINT facility in Cuba. This facility, the State Department emphasized, grants Beijing's intelligence services the terrifying ability "to scoop up electronic communications throughout the southeastern U.S., where many military bases are located, and monitor U.S. ship traffic."
According to the State Department, Cuba hosts 18 such facilities, with three actively operated by the island nation itself. A June report by the Center for Strategic and International Studies (CSIS) indicated that at least one of these Chinese-run facilities is presumed to be fully operational.
The State Department referenced an earlier CSIS report from 2024 that pinpointed four active or under-construction SIGINT facilities in Cuba at Wajay, Calabazar, El Salao, and Bejucal. Notably, the Bejucal base is the infamous Soviet-era nuclear warhead storage facility, a haunting relic from the 1962 Cuban Missile Crisis, now repurposed for Chinese espionage.
Adding to the grim picture, a 2025 CSIS addendum report, based on satellite imagery analysis, warned of a new Circular Disposed Antenna Array (CDAA) installed at the Bejucal base. This advanced array is capable of monitoring signals from an astonishing 3,000 to 8,000 miles away, bringing vast swathes of the U.S. under its surveillance.
The State Department's report minces no words regarding the gravity of the situation:
The Chinese intelligence presence in Cuba poses an acute risk to U.S. military operational security. Military installations, Combatant Commands, space launch centers, and other sensitive sites located in the southeastern United States are especially vulnerable to technical surveillance in Cuba – not to mention U.S. air, space, and maritime activity in the region.
While China reaps immense intelligence benefits from its Cuban foothold, the Castro regime, in turn, is showered with foreign assistance, debt cancellations, and billions of dollars in investment from its communist ally – a dangerous quid pro quo at America's expense.
China's deepening alliance with the Cuban Castro regime carries dire implications far beyond the island, extending across the entirety of Latin America. The State Department noted that Beijing conducted over 200 high-level assessments throughout the region between 2002 and 2019, while its trade with Latin America exploded from $12 billion to nearly $315 billion in the same period. China, much like Russia, actively arms repressive regimes in the region with surveillance technology, enabling them to crush dissent and marginalize pro-U.S. opposition parties, eroding freedom and stability.
“China has also expanded its military footprint in the region; the Office of the Director of National Intelligence’s 2024 Annual Threat Assessment noted that Cuba was among the locations that the People’s Liberation Army was considering for the construction of new military facilities,” the State Department declared in its report.
“Recent Chinese wargames have involved combat scenarios in Latin America and the Caribbean, reflecting Beijing’s view that the region could be a viable theater in a future conflict with the United States,” the text chillingly continued, underscoring the escalating geopolitical stakes.
This comprehensive report serves as an urgent wake-up call, revealing a clear and present danger to American sovereignty and security. The brazen expansion of communist China's espionage capabilities from Cuba demands unwavering vigilance and decisive action to protect our nation, military assets, and fundamental American values from those who wish us harm.
