In yet another case raising serious questions about early release policies, a convicted child predator is now back in custody—and on ICE’s radar for deportation.
Rebecca Fratila-Ilies, a Romanian national and lawful permanent resident, is being sought by U.S. Immigration and Customs Enforcement after allegedly violating her probation following an early release from prison.
Fratila-Ilies was originally convicted on two counts of carnal knowledge of a child and statutory rape stemming from a December 2022 arrest in Virginia. She had been serving a 10-year sentence at a facility in Staunton—but was released early. Because apparently, in some systems, that’s still considered a good idea.
After her release, she relocated to North Carolina, where authorities say she violated the terms of her probation. On March 25, 2025, she was taken back into custody by the Guilford County Sheriff’s Office.
Now, ICE is stepping in.
According to ICE Director Todd Lyons, her conviction for crimes against a child makes her eligible for removal from the United States. In other words, this is exactly the kind of case where immigration enforcement is supposed to act—and now it is.
Critics of the system are pointing to the obvious: a convicted offender serving a decade-long sentence was released early, only to reoffend—or at least violate probation—shortly after. It’s a scenario that raises concerns not just about immigration enforcement, but about broader criminal justice decisions.
And once again, the burden falls on federal authorities to step in after the fact.
The case underscores a larger issue: when serious offenders are released prematurely, the risks don’t just disappear—they get pushed down the road. In this instance, that road led right back to jail.
The positive takeaway? There is accountability kicking in now. ICE is moving forward with deportation proceedings, and the system—however delayed—is responding.
Because when it comes to protecting communities, second chances shouldn’t come at the expense of public safety.
